摘要 主动配电网规划时需充分计及风、光等间歇式分布式电源的不确定因素的影响,在常规负荷预测的基础上建立了接入主动配电网的风、光等间歇性分布式电源可信出力模型,并考虑负荷需求侧响应对负荷预测结果的影响,提出了考虑源-荷-储多元协同互动效应的配电网负荷预测模型。在负荷预测结果的基础上,建立了主动配电网双层多目标规划模型,上层规划为电网优化规划问题,以年网络综合费用最小为目标;下层规划模型是在上层规划所得到网架下以典型日系统运行经济性确定储能等可控资源的有功出力。通过优化求解得到主动管理模式下配电网网架规划方案及储能的选址定容方案,最终以上海某主动配电网为例验证所提规划方法的科学性和有效性。 Active power distribution network planning should take into account the influence of uncertain fac- tors, such as wind, solar and other intermittent distributed power. On the basis of conventional load forecas- ting, this research has established the credible output model with access of the wind, solar and other intermit- tent distributed power supplies, and considering the effect of load demand side response on the load forecasting results, it presented the distribution network load forecasting model considering the effect o{ the source multi- ple collaborative interaction. Based on the load forecasting results, a double-layer multi-objective planning model of active distribution network was established. The upper level planning is for the problem of grid opti- mization planning, with the minimum annual network cost as the target. The lower-level planning model is for the active power of the control resources such as the typical day system operation economy to determine the en- ergy storage and other controllable resources under the framework of the upper planning. The distribution net- work planning scheme and energy storage locating and sizing scheme were achieved under the active manage- ment mode through optimal solution. Finally an active power distribution network in Shanghai was taken as an example to verify that the proposed planning method is scientific and effective.
