竞争型收缩城市：现象、机制及对策--以江苏省射阳县为例

伴随经济社会结构转型与区域增长分化,城市收缩逐渐成为一个全球性的现象,同时也体现出明显的地域差异性。中国特殊的政治经济环境使得我国的城市收缩呈现出收缩与扩张并存的特殊景现,这在竞争此消彼长、分化日趋明显的竞争性区域中表现得尤为突出,因为不同于资源枯竭型城市的"绝对收缩",竞争性区域中的城市收缩往往是在保持较高经济及空间开发增速前提下的"相对收缩"。选择位于苏北地区的射阳县作为研究对象,揭示了该地区收缩与扩张并存的现象,剖析了其演变历程与形成机制,由此归纳出竞争型收缩城市的共性特征与发展困境,并基于战略收缩、管理收缩、技术收缩三方面提出了收缩语境下中国城市规划的组合应对策略。

With the economic and social transformation and regional growth differentiation, city shrinking gradually spreads into a global phenomenon and further presents obvious geographical differences. In the context of the special political and economic environment in China, population shrinking and spatial expansion often coexist in shrinking cities, which is significant in competitive regions. Under the premise of high - speed economic growth and spatial expansion, the competitive shrinking cities in competitive regions often experience relative city shrinking, which is different from the absolute city shrinking in resource - exhausted cities. Based on the empirical analysis of Sheyang County in Northern Jiangsu Province, this essay reveals the phenomenon of coexistence of population shrinking and spatial expansion, elaborates the evolution process and formation mechanism, and then summarizes the common features and dilemmas of competitive shrinking cities. In the end, this essay puts forward a series of planning measures in strategy, management and technology in the context of city shrinking.
