国家对乡村社会的选择性支配构成了乡镇治理的内生逻辑,导致了乡镇"选择式"治理的问题。后者使得乡镇运行偏离了"制度文本"的轨道,生成了乡镇运行的"后台文本",即"中心工作"机制。它通过选择设置治理议程、重构组织结构、再造行政程式,选择治理策略等方式,完成"选择式"治理的目标。合法性基础的运用、制度要素的建构和精英控制,构成"中心工作"机制的支撑结构。"中心工作"机制契合乡镇运行的逻辑,塑造着乡镇运行的面向。整合乡镇运行研究领域内的既有概念和通则,可以从理论研究的"范式"层面解读乡镇的运行模式。

The selective domination of rural society by the state government constitutes the endogenous logic of town- ship governance, leading to the issues of ＂selective＂ governance in townships. The latter has caused the operation of town- ships and villages to deviate from the track of ＂system text＂, and generated the ＂backstage text＂ of township operation, namely the ＂central work＂ mechanism. It achieves the goal of ＂selective＂ governance by choosing to set governance agen- da, reorganizing organizational structure, reengineering administrative procedures and choosing governance strategies. The application of the basis of legitimacy, the construction of institutional elements and elite control have constituted the sup- porting structure of the ＂central work＂ mechanism. The ＂central work＂ mechanism is in line with the logic of township op- eration, and is capable of shaping the direction of township operation. The integration of the existing concepts and general rules in the field of township operation research can help us interpret the operation mode of townships from the ＂paradigm＂ level of theoretical research.
