京津冀协同发展背景下的工业布局环境影响分析

Environmental Impact Analysis of Industrial Layout under the Coordinated Development of Beijing,Tianjin and Hebei

京津冀地区作为我国北方重要的城市群,其协同发展具有重要的战略意义。采用地理集中指数法分析京津冀地区制造业转移后工业集中程度与污染集中程度之间的相关关系,分析京津冀区域内产业转移对于京津冀各地区的环境影响。以制造业转移为例,设定转移情景,预测京津冀内部产业转移可能会对生态环境造成的影响。研究发现:京津冀地区内部的产业转移,有利于整合区域产业体系,促进产业集群发展,但对工业转入地区的生态环境会造成一定程度的损害。总体而言,京津冀工业集聚及工业链重构对于京津冀整体的生态环境具有改善作用,但部分产业园区与生态功能保护区重叠,可能会影响生态功能区的完整性。

As an important city group in the north of China, the coordinated development of Beijing, Tianjin and Hebei has been elevated as national strategy. The environment impact of industry transfer in Beijing, Tianjin and Hebei has been studied in this paper by geographical concentration index method. It was founded in the study that the industry transfer in Beijing, Tianjin and Hebei is beneficial to the development of industrial cluster which might be bad for the environment of regions receiving industries. On the whole, the industrial chain reeonstitution of Beijing, Tianjin and Hebei could be good for the environment of the district rather than industries receiving regions because of the overlapping of Industrial Park and Function Protection Zone.
