邻避设施回馈金制度:重塑政府公信力的路径借鉴——来自台湾的经验

The Reward System of NIMBY Facilities:The Way to Rebuild Government Credibility——Based on Experience from Taiwan

回馈金制度的实施标志着台湾对于邻避运动的治理进入成熟的制度化阶段。"自主性理念"的秉承是回馈金制度的精髓。"自主性理念"践行的关键在于两个方面,首先是政府的科学定位——主持而非主导;其次是社会的充分自主——主人翁而非简单参与者。回馈金制度秉承的"自主性理念"对于破解大陆目前面临的邻避困局具有极强的借鉴意义,有助于弥合政府的风险承诺与民众臆想之间的鸿沟,重塑政府公信力,逐步进入到制度化的治理轨道。

The implementation of the reward system indicates that the governance of NIMBY movement in Taiwan has entered a mature stage of institutionalization. The inheritance of the ＂concept of autonomy＂ is the essence of this system and the key to fulfilling it lies in two aspects. One is scientific orientation of government - - directing rather than leading; the other is the full autonomy of society - - to be the masters rather than the simple participants. On the other hand, the ＂concept of autonomy＂ inherited from the system provides us with very useful experience in solving the immediate NIMBY dilemma the mainland is faced with. It helps bridge the gap between the government＇s risk commitment and the public conjecture, rebuild government credibility and enter gradually the institutionalized track of governance.
