Synergistic Mechanism and Effect of Technology and Institutions on Industrial Upgrading

本文分析了技术与制度协同创新作用机制,通过构建高技术产业制度创新指数,运用联立方程模型实证了技术创新与制度创新的协同关系,并测算了两者对高技术产业升级的协同效应。结果表明,技术创新与政府干预下降、市场发育和产权制度创新具有显著协同关系,通过"技术→制度"和"制度→技术"两条路径对产业生产率升级产生协同效应,其中市场发育与技术创新协同效应最大,产权制度创新与技术创新协同效应次之,政府干预下降与技术创新协同效应最小。除政府干预下降与技术创新外,"技术→制度"路径协同效应大于"制度→技术"路径协同效应。

This paper analyzed the synergistic mechanism between technological innovation and institutional innovation, empirically studied their synergistic relationship and calculated their synergistic effect on the upgrading of high-tech industry by constructing the in- dex of high-tech industry＇s institutional innovation and using simultaneous equation model. The results show that synergistic relationship significantly exists between technology and institution, and there is synergistic effect on productivity of high-tech industry through the path of ＂technology-institution＂ and＂institution-technology＂ . As to industrial upgrading, the technological innovation combined with marketization produces the greatest synergistic effect, with the property right system the second and government intervention reduction the least. In addition, the synergies of ＂technology-institution＂ are greater than the＂institution-technology＂ .
