占中国十分之一人口大省四川的稳定和平安,关乎天下太平.省委、省政府指导思想十分明确,自觉坚持正确处理改革、发展、稳定的关系,在抓住机遇、深化改革、搞大开放、加快发展的同时,认真贯彻党中央8O年代初提出的社会治安综合治理方针和1991年全国人大常委会《关于加强社会治安综合治理的决定》,以及近年来的一系列新的指示精神,适时出台一些新措施、新办法,强化社会治安的综合治理,充分动员和组织社会各部门,各单位以及广大人民群众参治。
To enforce public order regulations of the Central Government, Sichuan has taken effective measures to fight against the social crimes such as larceny, mroaders, highway holdups, abduction of women and children and prostitution; and remarkable improvement has been made to maintain law and order of the society.The legal education is extensively popularized in the rural area at the same time to keep order and security in the countryside. The work in the rural area focus on mediating issues among villagers, and strengthening the law enforcement by the organizations at the grass-roots level.Precautionary measures are reinforced both in the rural and the urban areas to prevent criminal acts. In the big and middle cities, police has begun patrolling on the street; militiamen are organized to keep the order in the rural area; joint efforts are made by traffic department and local government to crack down on the mroaders and highway holdups;comprehensive recification is handled to regulate the order in public places and the cultural market, and further control of the floating population is strengthened in the cities.From this year on, every March is decided as the month of public order regulation of the province, aiming to reduce the social crimes and evil phenomena.
