Chengdu Plain, a region with Chengdu as the center covering 38 medium cities and counties including Deyang, Mianyang, and Leshan, is the most developed and most rapidly developed region in Sichuan and also has the most potentialities to develop. 24.6% of the population of Sichuan live in this area. Its GDP and revenue are respectively 44.2 % and 36.08%. More than 70% of the universities and colleges and 80% of the research institutions are located in this part. To speed up its economic development will bring along that of the other regions. There fore, it should keep the fastest speed in Sichuan; its regulations should become a model; its open policy should develop greatly and its process of industrialization and urbanization should take the lead.
