精神文明建设“五个一工程”于1991年开始实施,是党中央倡导,由中宣部组织实施的精神产品生产的“龙头工程”。它体现了江泽民同志“以科学的理论武装人,以正确的舆论引导人,以高尚的精神塑造人,以优秀的作品鼓舞人”的精神,是把江泽民同志这一重要指示落到实处的最生动、最有效的措施。它既是对一个地区、一个部门宣传思想战线工作实绩的全面检阅,又是一个地区精神文明建设成果的综合性展示,是促进优秀精神产品生产,推进精神文明建设具有全局性意义的长期工作。从1991年开始实施以来,产生了越来越广泛的影响,收到了越来越明显的成效。

THE construction of moral civilization "Five First Projects" is advocated by the Central Committee of the CCP and is carried out by the Propaganda Ministry of the Central Committee of the CCP as a major project of moral building.Since 1991. the implementation of this project has made some remarkable achievements and has become a big affair in daily life. Since 1993. the construction of the moral civilization "Five First Projects" has won the organizational work prize for three year in succession and 19 works have won the prizes.In order to have good work done for the Five First Projects and promote the construction of Shanxi’s moral civilization, the CCP Committee and Government of Shanxi have held a series of policies and also establish the prize of the Five FirstProjects. The Propaganda Department of Shanxi’s Party Committee and some cultural units concerned made some policies and programme such as the Creation of Shanxi’s 1994--1996 Literature Works and the Programme of Shanxi’s Philosophy and Social Science.
