1996年是山西省改革开放和现代化建设取得显著成效的一年,实现了“九五”计划开局良好的目标。1996年12月21日至24日召开的全省经济工作会议总结分析了1996年经济发展形势,确定了1997年经济的工作总体思路。经济发展的总体要求是稳中求进、重点突破。总的指导思想是:“坚持以党的基本理论、基本路线和基本方针为指导,深入贯彻党的十四届五中、六中全会精神和中央经济工作会议精神,紧紧围绕我省‘三步走’赶超战略,坚持稳中求进,以提高经济增长的质量和效益为中心……

IN 1997, Shanxi will keep its economy developing in a sustained, rapid and sound way and promote the all--round progress of society by means of carrying out the "3-Stage Development" of the Overtaking Strategy, enhancing economic quality and benefits, particularly focusing on povertyaiding and the reform of state enterprises and laid out four breakthrough points in 1997: 1. In terms of agriculture the development of agriculture must be put above everything else by means of the increase of agricultural investment, the capital construction of water conservancy, the implementation of the agricultural development strategy based on science & education and strengthening the work of poverty-aiding project; 2. Quicken and deepen the reform of state enterprises; 3. strengthen the re--structure of economic structure and make greater efforts to push forward the two profound changes in order to make state enterprises in line with market; 4. Make further Shanxi wider open to the outside for the sake of a new changing situation.
