Promoting Shanxi to Boom by Broader Opening to Outside

近年来,在邓小平建设有中国特色社会主义理论指引下,山西省委、省政府以经济建设为中心,高举改革开放、艰苦奋斗两面旗帜,努力实施“三个基础”、“四个重点”的经济发展战略,全省经济建设快速发展,投资环境得到明显改善。山西省委、省政府把对外开放列入重要议事日程,制定通过了《关于进一步扩大对外开放的若干意见》,明确了“九五”时期我省对外开放的指导思想、主要目标及一系列政策措施,提出了“大开放、大经贸”的对外开放战略,全省对外开放工作取得显著成效。

IN early April the Party Committee and Government of Shanxi held the conference of Shanxi’s opening to outside in which an overall strategy of Shanxi’s opening to outside has been made: taking the emancipation of mind as a guide and the improvement of investment circumstances as a basis: pushing actively forward the two profound changes and giving full play to the major function of enterprises in opening to outside: carrying out the good cooperation of 4 foreign units such as foreign investment, foreign trade, foreign economy and foreign affairs: the state, collective and individ uals together taking active part in opening work in order to form a all-round and various--level opening situations in Shanxi. The aim is that the opening promotes the reform. the restructure and development. In terms of the use of foreign investment, seven keys must be stressed and strengthened: 1. the construction of infrastructures and primary industries; 2. the reform of large & medium state enterprises; 3. the development of new materials, microelectronics and biological industries; 4. the comprehensive utilization of agricultural resources and export--oriented agriculture; 5. the development of energy-resources & raw-material industries; 6. the expansion of the tenure rate of international market and of export & profitable projects; 7. the exploitation of tourism natural resources.Besides, the full use of Shanxi’s abundance in coal. coking, pig iron and aluminium can attract and encourage foreign businessmen to invest in Shanxi. In terms of foreign trade, the economic benefits and the export of high--tech, high added-value and famous brand goods should be enhanced: the construction of export-oriented base should be further strengthened: the international market should be opened up by means of diversified strategies. In terms of foreign economic work, we ought to depend on Shanxi’s superiority, give full scope to the exploitation of interna tional labour market, and positively undertake and contract all--kind projects. In order to quicken the step of Shanxi’s opening to outside and promote Shanxi’s economic developmerit, People’s Government of Shanxi has decided that on 22--28 September. 1997 in Taiyuan the ’97 Shanxi’s International Economic & Trade Talks will be held, where the major activities are included: 1. the talks on international economic & technical cooperation; 2. the transaction of enterprises’ property right; 3. the trade of import-&-export goods; 4. the trade of other--province and Shanxi’s famous special local products; 5. the fair of agricultural products; 6. the bids inviting of international projects and labour cooperation; 7. the display of tourism resources. Besides, the exhibition of Chinese art treasures of ostrich and its products will also be held in the meantime.
