摘要
把黄河水引入山西,是一项事关山西和中国发展大局的工程。在万家寨引黄入晋这项引世人注目的重大工程中,山西省委、省政府对引黄移民工作非常重视,制定颁发了《万家寨引黄工程征地搬迁安置补偿办法》,按照国务院颁发的《大中型水利水电工程建设征地补偿和移民安置条例》及世界银行《非自愿移民4·30导则》编制出工程占地影响及移民安置规划,经国务院主管部门批准和世界银行的认可,目前正在按照规划实施移民安置。
THE Project of Yellow River Channelling into Shanxi at Wanjiazhai (PYRCSW) is "the Life Project" of Shanxi. Shanxi’s leadership have laid special stress on the population & enterprises migration related with this project, and made "the Methods of Compensation for Migration & Arrangements of PYRCSW" and "the Regulations of Preferential Arrangements for Emigrants in the Areas of PYRCSW". and made the programme of land-requisition outcome and emigrants’ arrangements according to "the Rules of Land Requisition compensation & Emigrants’ Arrangements for the Construction of Large & Medium Water-Conservancy Projects" issued by the State Council and "the Principles for Unwilling Emigrants" made by World Bank. In order to carry out these rules effectively, the checks & examinations are made twice a year and the reports are made to the administrations concerned and World Bank every year.Through hard & careful work and according to the random sampling investigation, the living standard of all the emigrants has been raised. The per capita income here has increased from 100--200 yuan in 1992 to 2000--7500 yuan in 1995 and their housing condition has been greatly bettered. In a word this project has promoted the local economy to develop spectacularly.
