山西万家寨引黄工程是一个具有世纪性和世界级的大型跨流域输供水项目。整个工程总投资113亿,输水线路全长452.2公里,从动议到上马历时39年,所以从一开始就面临着资金、技术、体制等多方面的挑战。山西省委、省政府以极大的勇气和魄力,在解决了建设资金的筹集和平衡、引进国际先进技术设备的基础上,又对保障工程最终发挥效益起根本和核心作用的体制问题,进行了重大改革。

Waijiazhai Yellow River Diversion Project(YRDP)in Shanxi Province is a world - grade crossvalley irrigation project. From the very beginning, the project faced such problems as funding, technology and system reform.With great efforts Shanxi Provincial CPC Committee and Government not only solved the problem of construction capital and introduced foreign advanced technology,but also reformed its operation system, a factor paramount to all others in guaranteeing that the project will alleviate water shortage in Taiyuan,Shuozhou, Datong and the neighboring area.The YRDP systerm reform has thus become an example of Shanxi’s efforts in deepening reform and opening to outside.
