山西地处黄土高原,西临黄河,东倚太行,总面积15.6万平方公里,山丘占全省国土面积的80％,古称“表里山河”,有着丰富的煤炭资源和旅游资源。但由于地处内陆,不临海,不沿江,不靠边,不良的地理条件和滞后的交通,日益成为山西资源优势向经济优势转化的障碍。
