摘要
山西属内陆省份,又是中西部欠发达地区。在改革开放的新形势下,交通滞后成了制约全省经济和社会发展的“瓶颈”,而资金短缺又是公路交通发展的主要障碍。党的十四大以来,山西省交通系统以兴晋富民为已任,大力弘扬太旧精神,实施公路建设学赶山东战略,按照“四轮驱动”、“两路齐发”、“举债建设”的发展思路,在抓好交通规费主渠道、开展全民义务修路。
In recent two years, the Shanxi highway and communication departments continously improve investment environment and intensify the lead in introduce of oversea capital, and a project office was therefore established. In the past two years, it has one after another negotiated with more than 150 foreign companies on introduce of capital in 20 highway projects and established 10 Chinese- foreign cooperative companies. The introduced negotiated oversea capital totalled 1.335 bill.yuan, and of which, 0.823 bill. yuan was already furnished. With inpouring of oversea capital, the contradiction of lacking sufficient funds in construction of highways was to some extent relieved and the development of highway communication was greatly promoted.
