1998年是中国传统的虎年,它既是党的十五大召开后的第一年,也是实现“九五”计划的关键之年,在这新的一年里山西省的经济发展将呈现出如虎添翼的态势。 “三个基本”定大纲 在今年年初召开的省委七届七次全委会上。

The general thinking on economic development of Shanxi Province in 1998 is: to hold high the great banner of Deng Xiaoping Theory, to carry out the spirit of the 15th CPC National Congress and the Central Economic Working Conference all-roundly: to adhere to the policy of " go ahead steadily but with progress", laying stress on two topics of reform and opening and working hard in promoting two basic changes; around fulfilling three basic targets to do a good job in state-owned enterprises reform, aidthe-poor programme and achieve a relatively comfortable life; while consolidating the agricultural basis continually, to increase the readjusting intensity of economic structure, to intensify and improve the macro-control, and to enlarge the opening to the outside world; to establish and perfect the social security system, to make efforts in keeping fast, healthy and sustainable development of Shanxi Province and all-round social progress.According to this thinking, the major goals for social-economic development of Shanxi Province in 1998 would be as follows:---the gross domestic product reached 170 billion yuan, up 11% over that of the last year:---the total agricultural output value reached 21.5 billion yuan, up 7%;---the total industrial output value reached 82 billion yuan, up 11.6%;--- the operating income of township enterprises reached 235 billion yuan, up 15.9%;---the financial revenue reached 18.26 billion yuan, up 11.5% ; ---the investment in fixed assets reached 52.5 billion yuan, up 31.2, of which the investment in capital construction of local state-owned enterprises reached 13.1 billion yuan, up 20.2%. and the investment in technical renovation and transformation reached 7 billion yuan, up 32.6% ; ---the total volume of retail sales of social consumer goods reached 58 billion yuan, up 13.5%: ---the export value reached 1.8 billion yuan, up 12.5% ;---the volume to use foreign capital reached US$ 0.5 billion, up 33%; ---the rise in retail prices controlled within 3% and the rise in prices of residential consumer goods controlled within 5%; --- the per-capita net income of farmers reached 2, 000 yuan. up 15.6%; ---the disposable personal income of urban residents reached 4. 300 yuan, up 8% ; --- the natural population growth rate controlled within 10.5per thousand; and---the registered unemployment rate kept at 3% or so.
