IN MARCH, 1999 the project has been started of a pilot city of clean production byChina’s Economic & Trade Commission (CETC) and China’s Environment - Protection Bureau(CEPB) and of a model city of clean production by the Work Team of International Cooperation Commission of China’s Environment & Development (ICCCED) and the Industrial & Environment Centre of United Nations Environment Program (UNEP).Taiyuan is an ancient city with 2500-year history and a major energy - re-sources - heavy - chemical base of China.Based on the statistics in 1998, the index of general air pollution in Taiyuan ranks among the first in 47 major cities in China; the sulfur - dioxide discharge in Taiyuan is more 3. 3 times than the national grade 2 standard; the daily average density of suspended particles of dust in the urhan area exceeds 1. 5 times of the national grade 2 standaed;the location of the metallurgical industrial area centered by Taiyuan Steel & Iron Company, the building - material industrial area of Xishan and the chemical industrial area of Hexi District can make the industrial polluted waste cover all the Taiyuan once it is windy.Since 1993 some major enterPrises such as Taiyuan Steel & Iron Company, Taiyuan Chemical - Industry Plant, Second Power Plant and GangYu Group Company have carried out the clean - production research & experiment which take some obvious effect.However, Taiyuan has to make greater efforts if it wants to make profoundly physical change in environment protection hecause it has heen seriously polluted. In 1998 Taiyuan Municipal Government signed an agreement of long - term seientific & technical cooperation with QinHua University and engaged 5 academicians and 4 professors of Qinhua University as advisors. Arranged and Planned hy party secretary and mayor of Taiyuan CCP Committee and Government, the 21st - Century Sustained Economic Development Program of Taiyuan has been made. With endless efforts, CETC and CEPB selected Taiyuan as a first pilot city of clean production in China and UNEP selected Taiyuan as a model city of clean production.Presently, the project of both a pilot and a model city of clean production has heen started and the layout & purpose is being carried out, and the first 20 pilot enterprises have been into operation.
