Key Points for Formulating Feasibility Study Report of Oversea Existing Railway Line Upgrading Projects

阐述加强海外既有铁路升级改造可行性研究的意义,并结合中巴经济走廊铁路通道——巴基斯坦既有ML-1线升级改造项目的具体情况,面对既有铁路升级改造和海外铁路工程建设这2大难点,充分论证"为什么要升级"的必要性、明确"怎样进行升级改造"的目标、细化"如何完成升级改造"的研究、解决"升级改造后怎么用"的难题、充分利用当地勘察设计资源等5个方面,提出全生命周期一揽子解决方案。对可行性研究报告编制工作要点进行分析,为"一带一路"类似项目的开展提供借鉴。

The significance of enhancing the feasibility study of oversea existing railway upgrading projects is elaborated. Taking the upgrading project of the ML-1 line in Pakistan on the railway corridor of the China- Pakistan Economic Corridor as an example, which combines the challenges of existing railway upgrading and oversea railway project, the author discusses 5 aspects： the necessity of ＂why upgrading＂, the target of＂how to upgrade＂, the ＂procedures of finishing the upgrade＂, the challenge of ＂how to use the line after the upgrade＂, and make full use of local resources on survey and design, and proposes a package solution for the whole life cycle. The key points for formulating the feasibility study report are analyzed so as to provide a reference for similar Belt and Road Initiative projects.
