水污染物排放标准是水环境治理的基础手段和环境监管的基本依据,直接或者间接地影响着我国水资源可持续发展战略的实现。研究针对我国水污染物排放标准体系的建设现状和未来展望,探讨了流域型水污染物排放标准的定位,阐述了流域型标准制定的技术路线、方法与策略,并从标准体系设置、水环境基准建设、标准制定技术方法、配套制度体系等方面提出实施建议,为相关流域水污染物排放标准的制定提供借鉴。

The water pollutant emission standard is the basic measure of water environment treatment and the basic basis of environmental regulation,which directly or indirectly affects the realization of the strategy of sustainable development of water resources in China. Aiming at the current situation and future prospect of China＇ s water pollutant emission standard system,the paper discussed the positioning of river basin water pollutant emission standard,elaborated the technical route,methods and strategies of basin type standard formulation and gave suggestions in the establishment of standard system,construction of water environment datum,standard-setting technical methods,supporting system and so on for the formulation of relevant drainage water pollutant discharge standards.
