科学编制河流达标方案的几点建议

Suggestions for Scientific Preparation of River's Compliant Programs

目前,各省市区都按照《环境保护法》和《水污染防治行动计划》要求,对辖区内未达到水质目标要求的水体开展达标方案的制定工作。武汉市作为水面总面积占全市国土面积1/4的"江城",目前已经完成并发布了几条跨行政区河流的水体达标方案。本文通过武汉市编制河流达标方案的经验,总结出制定河流达标方案需要重点关注的几个环节,分别是充分做好调查前的准备工作、重视水环境现状调查、准确分析水质和核算污染源、针对性诊断主要水环境问题、科学提出主要任务和工程、定量分析目标可达性。

Depending on the requirements of＂Environmental Protection Act＂and＂Water Pollution Control Action Plan＂,all provinces and cities developed the compliant programs for the water bodies that had not met the water quality targets. The total area of water surface accounts for 1/4 of Wuhan ＇s land area. Compliant programs of several trans-administrative rivers had been completed and released in Wuhan. Based on the experience of developing river＇ s compliant programs in Wuhan city,this paper summarizes the key points that need to be focused on,respectively is fully ready for the investigation; pay attention to the present situation of water environment investigation; accurate analysis of water quality and pollution sources; accounting for diagnosis of the main problems of water environment,puts forward the main tasks and projects; quantitative analysis of target accessibility.
