民国年间西夹荒开垦问题新探

Probe into Xijiahuang Reclamation Problems in Minguo Times

民国年间蒙旗土地开垦问题一直是国内外蒙古史学界所关注的问题,"西夹荒"的开垦也是其中之一。本文在前人的研究基础上,结合科尔沁左翼中旗档案,补充了以下几方面的内容:科尔沁左翼中旗八次开垦之说,关于韩色旺在丈放西夹荒中的角色,关于东、西夹荒设置局从架玛吐改置于太平川地方,蒙民代表包敖木涛、潘砚台等因雨水大请求停丈。同时还弥补了前人研究中对"西夹荒"的测量和丈放面积、人口和村屯等方面的不足之处。

Rclamation of land in the Minguo times has been a continuous concern for academicians in Mongolian historiog- raphy both at home and abroad, and the reclamation of Xijiahuang was one of the study issues. Based on the previous studies and combined with Horqin Left Wing Middle Banner archives, this paper supplements the following aspects： the statement about eight times of reclamations in Horqin Left Banner, the role played by Hansewang during the reclamation, rearranging the operating office in Taipingchuan and the halt request proposed by Mongolian representatives such as Bao Ao Mutao and Pan Yantai. This study tries to make up for the deficiency in previous researches on measurement, reclamation areas, population and villages of Xijiahuang.
