政府与市场之外:社会组织推动经济转型的模式与路径

Beyond Government and Market:the Mode and Path of Social Organization to Promote Economic Transformation

经济转型的驱动力主要来源于政府驱动和市场驱动,社会组织作为政府和市场之外的"第三部门",在经济转型中发挥着重要作用。建立社会组织联结政府、市场作用经济转型的实证检验模型,结果表明,我国社会组织对经济转型作用已具有显著性,但社会团体、民办非企业单位、基金会在联结政府、服务企业转型升级方面具有差异性,尤其三者对企业的联结作用有待提升。最后,从转型治理方式、资源配置方式、产业转化、动力转化四大模式构件提出社会组织推动经济转型的路径策略。

The driving force of economic transformation is mainly driven by government and market, and social organization plays an important role in economic transformation as a ＂third sector＂ outside government and market. Establishing the empirical test model of social organization linking government and market action economic transformation, the results show that the social organization of our country has a significant effect on economic transformation. However, social groups, private non- enterprise units and foundations have differences in connection with government and the transformation and upgrading of service enterprises. Especially the effects on enterprises posed by the three sectors need to be improved. Finally, from the four modes of transformation governance, resource allocation, industrial transformation and power transformation, the paper puts forward the path strategy of social organization to promote economic transformation.
