我国体育产业政策环境分析——基于国家治理的视阈

Analysis of China Sports Industry Policy Environment——Based on the Perspective of State Governance

运用系统论分析方法对我国体育产业的政策环境进行分析,认为体育产业政策的环境由社会经济状况、体制和制度条件和国际环境3个因素组成。体育产业政策主体必须时刻关注国家的产业政策、产业结构、监管机制、消费品市场与生产要素市场的供求状况,个人收入分配差距,居民消费水平与特征等。现行的政治体制和经济体制也是制定体育产业政策直接的、基本的边界,它决定着体育产业政策的性质、民主化程度和合法化程度。另外,国际体育环境也影响着体育产业政策的价值选择、目标选择、途径选择和治理实践。体育产业政策的运行过程,实际上就是国家治理系统对政策环境进行权威性分配的反应过程。任何国家、社会的体育产业政策活动都必须在一定的环境下进行,政策需求产生于政策环境的刺激,并从政策环境反馈到国家治理系统。

Systematic analysis method is used to analyze the policy environment of sports industry in China. It is concluded that the environment of sports industry policy is composed of three factors： social economic conditions, institutional and institutional conditions and international environment. The main body of sports industry policy must always focus on the national industrial policies, industrial structure, regulatory mechanisms, the supply and demand of the consumer goods market and the market of factors of production, the citizen income distribution gap, the level and feature of residents＇ consumption and so on. The current political system and economic system are also the direct and basic boundaries in formulating sports industry policies, it determines the nature, democratization and legitimacy of sports industry policies. In addition, the international sports environment also affects the value choice of sports industry policy, the target choice, the way choice and the governance practice. The operation process of sports industry policy is actually the reaction process of authoritative distribution of policy environment by state governance system. The sports industry policies and activities of any country and society must be carried out in a certain environment. The demand for policies arises from the stimulus of the policy environment and is fed back from the policy environment to the state governance system.
