摘要
在耕地保护日益严峻、城镇建设用地远远不能满足需求时,研究农村宅基地入市流转显得重要而紧迫。采用问卷调查和归纳分析方法,以国家集体建设用地流转试点长垣县为例,分析了农村宅基地流转情况、总结宅基地管理中存在问题,探索了经济新常态下适合粮食生产核心区经济发展的宅基地入市的途径和方法。提出了规划引导、立法支撑、科学管控、规划监管是农村宅基地入市有效选择。
Facing the problems of arable land protection and insufficient urban construction land, study on the market circulation of rural housing land has become more prominent. Based on the methods of questionnaire and inductive analysis, taking Changyuan as an example which was the pilot of the circulation of national collective construction land, the authors analyzed the rural housing land circulation situation, summarized the problems in the management of housing land, explored the ways and methods, which were suitable for the economic development of core areas of grain production under the new normal, for the rural housing land to enter market, and proposed that planning guidance, legislative support, scientific control, planning supervision were the effective choices for rural housing land to enter the market.
