Deepening the reform of institutional and administrative system is a forward - looking strategic plan formulated by The Nineteenth National Congress of CCP, which is an innovational policy to promote na- tional governance system. In order to carry out the strategic deployment, it is necessary to clarify the fundamental goal of this reform based on correct understanding of the three relationships. At the same time, we need to fully grasp the reform key path through seizing the two co - ordinations and four tasks, as well as understand the innovations by the five oversteps.
