《二氧化碳捕集、利用与封存环境风险评估技术指南(试行)》在胜利油田驱油封存项目上的应用初探 被引量:6

摘要 二氧化碳捕集、利用与封存(CCUS)作为一种碳减排技术,在我国受到了很大的关注。开展环境风险评估是保障CCUS技术健康发展的关键支撑。2016年,环境保护部发布《二氧化碳捕集、利用与封存环境风险评估技术指南(试行)》(以下简称《指南》)。针对胜利油田驱油封存(CO_2-EOR)示范项目的利用与封存环节,按照《指南》要求,开展环境风险评估,识别潜在的风险源与风险受体,并提出相应的风险管理措施,为开展CO_2利用与封存的环节风险评估提出改进建议,并对评估过程中暴露出的问题进行讨论,以便今后的完善和更新。 Carbon dioxide(CO_2) capture,utilization and geological storage(CCUS) is gaining significant attention in China.However,the slow development of environmental risk management is a barrier for the coming implementation of CCUS pilot or demonstration projects. For this reason,the Ministry of Environmental Protection of the People's Republic of China released the "Technical Guideline on Environmental Risk Assessment for Carbon Dioxide Capture,Utilization and Storage(on Trial) "in 2016. In this paper,the environmental risk assessment(ERA) of the Shengli CO_2 enhanced oil recovery(CO_2-EOR)project was carried out according to the guideline, including the risk identification, analysis and assessment. The corresponding management measures were also introduced in detail. Finally,the issues exposed in the assessment process were discussed for future improvement and updating of the guideline.
