The Value of People's Livelihood as the Value of Human Rights

民生价值作为人权价值,是伴随着人民对实现幸福生活的价值定位提出的。民生价值是人权价值在当代中国发展的新阶段。习近平总书记在党的十九大报告中指出,中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。解决民生问题、实现民生价值是化解我国社会主要矛盾的重要内容,能反映党对人权价值更为全面的理解。人权价值发展的实质是确立和实现民生价值。实现从物本到人本的价值转向,是民生价值对"以人为本"的反映和实现。当中国解决了"挨打"和"挨饿"问题,人民就开始关注"幸福"问题。实现人民的幸福生活,是民生价值的当下表达。能实现人民幸福生活的民生社会是"以人为本"的人权社会。人权价值的实现是人权价值民生化的过程。打造合乎人权价值的民生平台、构建符合人权价值的民生制度、实现符合人权价值的民生需要,不仅是人权价值民生化的重要措施,而且是民生社会建设的重要途径。

As the value of human rights,the value of people＇s livelihood is put forward to realize the value of the well-being life. The value of people＇s livelihood is a new stage for the development of the value of human rights in contemporary China. Comrade Xi Jinping pointed out in the reports of the 19 th National Congress of the Communist Party of China that as socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved. What we now face is the contradiction between unbalanced and inadequate development and the people＇s evergrowing needs for a better life. To solve the problem of people＇s livelihood and realize the value of people＇s livelihood is an important content to resolve the principal contradiction in our country,and it can reflect the Party＇s more comprehensive understanding of the value of human rights. The essence of the development of the value of human rights is to establish and realize the value of people＇s livelihood. To realize the value shift from material to people is the reflection and realization for the value of people＇s livelihood to be people-oriented. When China solved the issues of ＂beating＂and＂starving＂,people began to pay attention to＂happiness＂. To realize the people＇s well-being life is the current expression of the value of people＇s livelihood. The people＇s livelihood society,in which the well-being life can be realized,is the people-oriented human rights society. The realization of the value of human rights is the process of realizing the people＇s livelihood of the value of human rights. To create the people＇s livelihood platform,establish the people＇s livelihood system and realize the people＇s livelihood needs in accordance with the value of human rights,is not only an important measure of the people＇s livelihood of the value of human rights,but also an important way of the construction of livelihood society.
