“十三五”交通扶贫脱贫攻坚思路与方向

Reflection Concerning the Course of Transport Poverty Alleviation during the ‘13th Five-year Plan’

本文首先从拓宽贫困群众致富渠道、增强贫困地区经济发展内生动力、改变贫困地区落后面貌、促进贫困地区社会文明进步等方面，论述了交通运输发展为农村脱贫致富做出的主要贡献；然后分析了全国脱贫攻坚对交通扶贫三方面的主要需求，包括交通运输基本公共服务需求、产业脱贫方面的交通运输服务支撑需求，以及交通运输自身可持续发展需求；最后提出了“十三五”交通扶贫在范围确定、目标任务设置、中央投资政策制订方面的总体思路。

Firstly, from the viewpoints of broadening enrichment ways for poor residents,enhancing endogenous power of economic development, putting end to the backwardness and promoting social＆cultural progress in poor areas, the major contribution of transportation development to poverty alleviation in rural areas was discussed. Then, the primary demands to transport poverty alleviation from national side were analyzed in three aspects： demands for basic public services of transportation; demands for transportation services in industrial poverty alleviation; demands for sustainable development of transportation itself. Finally, this paper brought forward the general course of transport poverty alleviation during the ＇13th Five-year Plan＇,from aspects of scope fixing, goal mission setting, and central investment policy formulatingn.
