刍议我国城乡规划公民参与权之现状及实现途径——以英国城乡规划公民参与权为视角

Discussion on the Present Situation and Realizing Approaches of the Citizen’s Participation Right in Urban-Rural Planning——Visual angle of the British citizen’s participation right in urban-rural planning

在城乡规划中赋予公民参与权,是推进城乡规划科学化,化解城乡规划引起的权益纠纷之必由之路。本文在对我国现有的公民参与权情况进行剖析的基础上,借鉴英国城乡规划法律制度中对公民参与权的设计,进一步提出在我国实现公民参与权的新思路。

Realizing the citizen’s participation right in urban and rural planning,is the only way to promote scientific urban-rural planning,resolving interest disputes caused by urban-rural planning.On the basis of analyzing the situation of Chinese citizen’s participation right,drawing on the establishment of the citizen’s participation right in urban-rural planning in British legal system,this paper puts forward new ideas for realizing the citizen’s participation right in urban and rural planning.
