The strategic issue is the basic issue of winning the all-round initiative. From the perspective of historical evolution of national modernization construction and development strategy, we have conducted research on this major political issue since the founding of new China and the leadership of our Party＇s successive generations of leaders has attached impor- tance to the option of developing the socialist modernization program.
