“一带一路”语境下滇西北边境少数民族旅游扶贫研究

A Study of Poverty Alleviation through Tourism of Ethnic Minorities in Northwestern Border Area of Yunnan in the Context of the Belt and Road Initiative

滇西北边境地区是"一带一路"南线的战略要冲、"孟中印缅经济走廊"的国内部分,同时也是云南人口较少民族分布的集中区域,该地区边民社会的发展、稳定是边疆安全及"一带一路"建设的坚实基石。本文以滇西北独龙族为个案,将边境少数民族贫困地区精准扶贫置于"一带一路"语境下,基于对独龙族旅游扶贫现状与问题的田野调查,探讨了"一带一路"建设之于滇西北边境少数民族旅游产业发展的意义,并结合"南方丝绸之路"与该区域的文化渊源、历史语境和地缘关联,提出了推进沿线少数民族贫困地区旅游扶贫的工作思路和具体建议。

The Northwestern border area of Yunnan is a strategic area along the South Line of the Belt and Road initiative,the domestic area of Bangladesh-China-India-Myammar Economic Corridor,and also the concentrated area of ethnic groups with small populations in Yunnan. The development and stability of border society has provided a solid foundation for border security and the Belt and Road construction. The paper makes a case study of Derung ethnic group in Northwestern Yunnan by investigating targeted poverty alleviation in border minority poverty-stricken areas in the context of the Belt and Road initiative. Based on a field survey of the status and problems of Derung people,it discusses the significance of the Belt and Road construction to ethnic tourism development in Northwestern border area of Yunnan,and puts forward ideas and suggestions of promoting poverty alleviation through tourism in ethnic poverty-stricken areas along the line by combining cultural origins,historical context and geo-relations of this region with the Southern Silk Road.
