摘要
从科技规划对体现环境保护具有系统重要性的视角切入,提出"历次中长期科技规划体现环境保护的宏观演变格局"的研究问题。通过对1949—2015年中国科技规划全时段、全样本量的政策文本数据分析,得到结论,环境保护在中国科技规划中的内容越来越多、层级越来越高、对政策方向的导向作用越来越强,且环境保护在历次规划中已日益成为跨部门、跨领域的公共政策问题。力图在理论层面拓展环境友好型中长期科技规划的政策体系框架,并在实践层面首次积累了历次中长期科技规划对不同历史时期环境保护的影响样本。
Environmental protection issue has been a trans - displinary public policy issue on government agenda. Howev- er, researches on how China' s long&mid - term S&T planning promotes environmental protection remain a gap to be filled. The core research question of this paper is how environmental protection has been set in China' s long& mid - term S&T planning and the macro - evolution map behind it. The conclusion is reached by drawing institution setup of environ- mental protection under China' s S&T policy based on the data collected in the way of quantitative research from 1949 - 2015. The general trends, historical periods, evolutionary characteristics of the data are analyzed. The innovative part of this paper is to explore a theoretical framework to tackle environmental protection by a trans - sectional way, and to build up a full - time sample library of how China' s long mid - term S&T planning promotes environmental protection in practice.
