Under the wave of think-tank construction, the transformation and development of library in China has been pushed to the cusp. The wave of think tank construction has provided opportunities for the development of library. This paper introduced the necessity of library transformation and development under the concept of think-tank, and analyzed the challenges faced by library transformation and development, and put forward some countermeasures.
