基于零散货物损失的保价运输服务对策探讨

A Solution of Value-insuring Transport Service based on Bulk Cargo Loss

零散货物在运输过程中更容易发生货物损失,以中国铁路乌鲁木齐局集团有限公司零散货物中心乌西站为例,在阐述货物损失及货物保价现状的基础上,分析零散货运损失的原因,从提升货物运输安全和提升保价理赔服务质量2个方面提出完善货场硬件设备、实现集装化运输、提高人员素质、优化运输组织方案、合理解决车辆等问题、完善保价理赔保障机制、提高工作效率、因地制宜开展理赔服务、加强保价系统运用管理等相应解决对策,使零散货物货损货差比例低于社会物流企业平均水平,打造零散货物铁路保价运输品牌。

Bulk cargo loss is easier to be found in freight transport. Taking the example of the bulkcargo center of Wuxi Station of China Railway Urumqi Group Co., Ltd, this paper expounds the currentstatus of cargo loss and value-insuring service, and analyzes the reasons for bulk cargo transport loss. Interms of promotion of freight transport security and value-insuring and claim settlement quality, it putsforward the corresponding solution, namely, well-equipped freight yard hardware, containerized transport,improvement of the qualification of the staff, optimized transport organization scheme, reasonable solutionof vehicle problems, modified value-insuring and claim settlement support mechanism, high workingefficiency, adaptation to local condition in the case of claim settlement service and strict applicationmanagement of value-insuring system, so as to ensure the bulk cargo loss rate lower than average of sociallogistics industry, and thus build the brand of bulk cargo railway value-insuring transport.
