英国社区矫正组织管理模式的改革、创新与启示

The Reform,Innovation and Enlightenment of the British Community Correction Organization Management Model

英国自2001年起的十多年来,对社区矫正组织机构进行一系列的改革,反映对社区刑罚执行认识的升华,涉及归属、管理、拨款、职责以及工作人员的专业化和分工。对我国社区矫正机构的设置定位具有启发和借鉴意义。我们需要总结自身实践经验,也需借鉴他国制度建设的经验,逐渐建立起符合中国国情和社区矫正发展规律、相对科学有效的社区矫正组织管理模式。

In the past more than 10 years since 2001, a series of reforms have been carried out on the community correction organization in England, reflecting the sublimation of the execution of the penalty in the community, in- volving the attribution, management, appropriation, duties and specialization and division of labor of the staff. It is of enlightenment and reference for the setting up of community correction institutions in China. We need to sum up our own practical experience and draw lessons from other countries＇ system construction experience, and gradually establish a management mode of community correction which is in line with China＇ s national conditions and the de- velopment of community corrections, and is relatively scientific and effective.
