摘要
现代国家治理方式下推进法治政府建设,需要政府法律顾问发挥参谋助手和参政议政职能。本文以政府法律顾问中的外聘法律顾问的实践样本分析为视角,对专家学者和律师担任政府法律顾问的积极作用、制度定位、机制缺陷进行了分析,提出了完善相关制度的思考。
