ON OPTIMIZING THE STRUCTURE OF THE REPRESENTATIVES OF THE PEOPLE'S CONGRESS AT ALL LEVELS IN CHINA

一个国家代表机关代表的结构,应该是社会关系状况和社会阶层构成实际的反映,社会关系的发展和社会阶层的变化不可避免地会在代表结构上表现出来。在我国社会转型的过程中,社会分工的改变导致社会阶层的构成发生巨大变化,在人大代表之中则出现了农民工代表、律师代表、民营企业家代表等。这些变化,充分折射出我国人民代表大会制度具有的适应性和生命力。同时,我国人大代表中存在着"地域代表"与"阶层代表"的角色冲突,新出现的社会阶层的人大代表,被看重的是其角色的象征意义,其发挥的实际作用则被忽略了。在我国人民代表大会制度的发展过程中,吸纳新型社会阶层的代表进入权力机关固然重要,但更重要的是使他们进入权力机关后充分发挥应有作用。

The structure of the representatives of a state authority should reflect both the state of social relations and the reality of the social stratum in the country,and the development of social relations and the change of social stratum will inevitably be shown in the structure of the representative of the state authority.In the process of social transformation in China,the change of social division of labor has led to great changes in the composition of social strata,thus there are representatives of migrant workers,lawyers and private entrepreneurs,etc.in the National People＇s congresses at all levels.These changes fully reflect the adaptability and vitality of the people＇s Congress System in China.At the same time,there is a conflict between the role of ＂regional representative＂and the role of ＂stratum representative＂in the representatives of the National People＇s Congress.Only the symbolic meaning of the role of the representatives of the emerging social strata is regarded as important while the actual role they play has been ignored.In the development process of the people＇s Congress System in China,it is important that the representatives of new social strata enter the power organs,but what＇s more important is to fully play their due role after they enter the power organs.
