区际产业转移测算方法与应用——以京津冀污染密集型制造业转移为例 被引量:4

An Interregional Industrial Shift Measuring Method and its Application: The Case of Pollution-Intensive Manufacturing Relocation in Beijing-Tianjin-Hebei Region

摘要 由于统计数据的缺乏与失准、测算方法的差异与缺陷等原因,直接导致对区际产业转移定量研究成果较少,对我国区际产业转移趋势与规模认识不清。文章在对区际产业转移界定和各类测算方法优劣比较分析的基础上,考虑数据的可得性,提出一种我国区际产业转移的测算方法,并以京津冀地区污染密集型制造业转移为例开展应用研究。研究发现:2000年以来,污染密集型制造业从京津冀向全国其他地区转移,从北京向天津、河北两地转移,转移量已经颇具规模;重污染制造业行业中,非金属矿物制品业、化学原料及化学制品制造业从京津冀向全国其他地区转移,黑色金属冶炼及压延加工业从北京向天津和河北转移的趋势尤为明显。 Due to the lack and inaccuracy of statistical data and the difference and imperfection of measuring methods, few of quantitative researches focused on the interregional industrial relocation, which led to confusion on the trend and scale of international industrial shift in China. Based on the definition of interregional industrial shift, in consideration of accessible data, this paper presented a method measuring industrial shift among regions, which was then used in Beijing- Tianjin-Hebei Region for pollution-intensive manufacturing transfer. The study showed that a large number of pollution- intensive manufacturing industries transferred from Beijing-Tianjin-Hebei to other regions and from Beijing to Tianjin and Hebei since 2000; among them, the trend from Beijing-Tianjin-Hebei to other places for non-metallic mineral products and chemical raw materials and products manufacturing, and from Beijing to Tianjin and Hebei for ferrous metal smelting and rolling processing industry, is particularly obvious.
