产业结构变迁对全要素能源效率的影响研究

A Study on the Influence of Industrial Structure Evolution on the Total Factor Energy Efficiency

为研究产业结构变迁对全要素能源效率的影响，利用2000-2015年我国省际面板数据，基于Moore指数和非径向DEA分析框架下SBM模型，分别测算我国30个省份的产业结构变迁程度和全要素能源效率，并运用Tobit模型进行实证检验。测算结果表明：东部的产业结构变迁程度高于中部和西部，东部全要素能源效率升幅最大，中部变化较为平稳，西部过去十多年不升反降。实证研究表明：产业结构变迁程度对全国及三大地区的全要素能源效率有正向影响，但这种影响在中部不显著。稳健性检验证明回归结果基本可靠。基于研究结论，提出了促进产业结构升级及提高全要素能源效率的相关对策建议。

In order to examine the impact of industrial structure evolution on the total factor energy efficiency, this paper respectively calculates index of regional industrial structure evolution based on Moore value and the total factor energy efficiency based on the SBM model under the non-radial DEA analytical framework in 30 provinces from 2000 to 2015, and analyzes the empirical research using Tobit method. The calculation results show that the index of regional industrial structure in the eastern part is higher than the central and western. The total factor energy efficiency of the eastern region has the largest increase, and the central region is quite stable, while the western region has declined. The research shows that, industrial structure evolution has a positive impact on the total factor energy efficiency for both the nation and the three major areas of China. However, the effect intensity in the eastern part is not significant. Robust tests prove that the regression results are reliable. Finally, this paper proposes some relevant countermeasures and suggestions which upgrade the industrial structure and improve the total factor of energy efficiency according to our research conclusions.
