多元供给下农村水利建设利益补偿路径研究

Study on Compensation Paths of Rural Water Conservancy Construction under the Mode of Multiple Supply

完善农村水利建设利益补偿机制在实践上具有重要意义。在阐述农村水利利益补偿存在的问题、利益补偿必要性及因由的基础上，分析了农村水利补偿的基本原则，农村水利利益补偿的主要模式及适用范围；分析了农村水利利益补偿基本路径，构建了多元供给模式下农村水利的补偿路径，通过水利建设与补偿实现农村经济与环境生态协调发展目标。

Improving the compensation mechanism of rural water conservancy construction is of great significance in practice. On the basis of pointing out the problems, the necessity and reasons of the compensation mechanism in rural areas, this research analyzes the basic principles, the main modes and the range of application of the compensation mechanism in rural areas. Besides, by analyzing the basic path of compensation for rural water conservancy construction, this research establishes some compensation paths for rural water conservancy construction under the mode of multiple supplies. We can count on that the goal of coordinated development of rural economy, environment and ecology can be achieved through water conservancy construction and suitable compensation mechanism.
