摘要
科学技术是第一生产力,现代林业的实质是发达的科技型林业,科技已成为林业生存和发展的重要制衡因子,测算科技对林业经济的贡献成为政府部门关注的问题和决策需要。云南是林业大省,而非林业强省,突出地表现为科技对林业的支撑能力较弱,林业科技创新不足,成果转化率不高,特别是科技对林业经济的贡献率,长期以来没有一个权威的数据,严重影响了政府部门对林业发展的决策。文章采用索洛余值法,对云南省林业科技进步贡献率进行测算,研究结论表明:(1)云南省“十二五”末林业科技贡献率为47.02%,在全国处于中下水平;(2)物质消耗的增长方式是云南林业增长的主要形式;(3)云南林业组织与管理方法不断改进,劳动力素质不断提高;(4)云南林业的生产资源配置有待改进、产业结构有待调整。在研究的基础上对云南省林业科技贡献率的提高提出了相关的对策建议。

This research adopts the Solow residual method, the contribution of forestry science and technology progress in Yunnan Province has estimated the rate of. The conclusion shows that: (1) in 12th Five-Year in Yunnan Province during the forestry science and technology contribution rate of 47.02%, is the lower level in the country; (2) the material consumption growth mode is Yunnan forestry The main form of growth; (3) the Yunnan forestry organization and management methods, continuous improvement, continuous improvement of labor quality; (4) Yunnan forestry production resource allocation should be improved, the industrial structure needs to be adjusted, The rate of contribution to Yunnan Province forestry science and technology on the basis of the research of the improvement put forward specific countermeasures and suggestions.
