20世纪初随着中东铁路建筑的推进,哈尔滨俄侨大量涌进,其中部分俄侨居民具有很强的科研水平。根据中东铁路局的需要,在哈尔滨开设了各类科研机构,为了便于全面研究东北社会经济发展,深入了解当地历史和居民生活,这些研究机构的成立为中东铁路沿线经济发展提供了理论支撑和实践经验。

With the advance of the railway construction in the Middle East at the beginning of the 20th century, a large number of Russian overseas swarm into Harbin, and some of them have the strong scientific research level.
