高关水库“2016.7.19”洪水调度探析 被引量:1

摘要 2016年梅雨期,高关水库出现了洪水位最高、洪峰流量最大、泄洪流量最大、泄放水量最多、泄洪时间最长、闸门启闭最频繁历史六个之最。7月19日至7月20日,高关水库流域33 h持续强降雨达468 mm,48 h内库水位陡涨4.35 m,给水库安全和下游河道安全带来了严重威胁,对水库防洪调度工作带来严峻挑战。高关水库采用较为先进、便捷的信息化手段,为水库预测、预报与决策提供了科学调度,为水库安全度汛提供了技术保障,成功抵御了特大洪水带来的安全风险,有效保障了下游人民财产安全,发挥了水库巨大的防洪减灾效益。 During the rainy season of 2016,extreme operational conditions were encountered in Gaoguan Reservoir,including the highest flood water level,the largest peak flood flow,the largest flood discharging flow,the largest amount of discharged water,the longest flood discharging time,and the highest frequency of gate opening and closing operation.Especially,a 468 mm heavy rainfall lasted for 33 h from July 19 to July 20 resulted in a 4.35 m increasing of the reservoir water level in 48 h,which brought serious threats to the safety of the reservoir and the downstream river reaches,and also severe challenges to the flood control dispatching work.In practice,advanced and convenient information technologies were adopted in Gaoguan Reservoir,which played important roles in the scientific dispatching of the reservoir prediction,forecasting and decision making,and provided technical supports for the reservoir safety in flood season.With these measures,the safety risks induced by the extra-large flood were successfully resolved and the flood control benefit of the reservoir was fully achieved.
