广州开放型经济发展:现状评析与升级策略

Open-economy Development of Guangzhou: Status Assessment and Upgrading Strategy

开放型经济发展不仅表现在开放规模的扩大,更重要的还表现在开放结构的提升和开放环境的优化。2002-2015年,广州开放型经济发展在贸易国际化、资本国际化、经济开放度与开放结构、区域开放合作、营商环境国际化等方面均取得了显著成效,但与北京、上海、深圳、天津等主要中心城市相比仍存在一定差距和不足。为此,广州应尽快完善以市场为基础的制度性开放新格局;实现贸易发展方式从"规模速度型"向"质量效益型"转变;促进高水平"引进来"和大规模"走出去"双向协调发展;依靠科技创新推动先进制造业和现代服务业的融合互动发展;构筑市场化、法制化和国际化的营商环境,提高城市核心竞争力。

The development of an open economy not only displays in terms of an enlarging open scale,but more importantly in improving open structure and open environment. From 2002 to 2015,open-economy development of Guangzhou has made remarkable achievements in trade and capital internationalization,economic openness degree and open structure,regional economic openness and cooperation,business environment internationalization and some other aspects,but still has a gap and differences from some key central cities such as Beijing,Shanghai,Shenzhen,and Tianjin. To this end,Guangzhou should adopt these strategies：（1） improve the new institutional opening pattern based on the market mechanism;（2） transform the trade development mode from being featured by＂scale speed＂to＂quality efficiency＂;（3） promote the coordinated development of high level ＂bringing in＂and large-scale ＂going out＂;（4） speed up the interactive development of advanced manufacturing and modern service industry driven by scientific and technological innovation,and（5） construct a market-oriented,legalized and internationalized business environment,so as to improve the core competitiveness of the city.
