矿山地质环境是生态环境的重要组成部分,为了解决矿山环境治理存在的突出问题,有效恢复生态环境,迫切需要对目前矿山环境治理相关制度进行分析评估,并提出有效措施。文章阐述了陕西省矿山环境治理恢复基金制度建立的背景,在分析陕西矿山地质环境恢复治理保证金制度成效和存在问题基础上,提出了当前矿山环境治理基金制度建立需要着重考虑的三个核心内容,并指出了推进基金制度要衔接的四个问题。该研究可为当前矿山环境治理恢复基金制度的建立和下一步基金管理办法的出台提供一定的指导和参考。

The paper explains the background which the fund system was re-established in the mining environmental protection in Shaanxi Province. Three key points have been emphasized in the establishment of the fund system. Four problems have been identified in order to effectively push forward the fund system. The paper serving to guide the mining geological environmental protection has a certain practical value.
