区域内生发展下连片贫困区精准扶贫的质量提升

On Quality Improvement of Accurate Poverty Alleviation in the Contiguous Poor Area from the Perspective of Regional Endogenous Development

精准扶贫并未解决过去扶贫存在的质量问题。精准扶贫的质量问题突出地表现为＂适用性＂不足。造成这一问题的原因是多重的,但最根本的原因是内生动力不足。要激发扶贫主体和对象的内生动力,依据区域内生发展理论,关键要调动当地政府、企业和扶贫对象的积极性。为达此目的,需要实现政府角色的转变,即由＂全能型政府＂向＂能促型政府＂转变。

In essence,the accurate poverty alleviation is to solve the quality issues of the past poverty alleviation. However,our investigation of accurate poverty alleviation made in the contiguous poor areas in W Province has found that the accurate poverty alleviation did not solve this problem,i.e. the quality of accurate poverty alleviation is short of ＂applicability＂. Many reasons contribute to it,however the most fundamental reason is the insufficiency of endogenous power. To stimulate the endogenous power of the subject and object of poverty alleviation,it is essential to mobilize the initiative of local governments,enterprises and anti-poverty targets according to the theory of regional endogenous development. To achieve this goal,the transformation of the role of government is required,namely from that of ＂omnipotent government＂to ＂pro-government＂.
