摘要
研究目的:在供给侧结构性改革中重新认识土地节约和集约利用,以期对土地管理工作提供参考。研究方法:文献资料法、比较分析法和时空锥模型。研究结果:(1)土地节约和集约利用是历史的必然;(2)集约用地是在保持土地用途不变和供给有效的前提下,通过资金、技术、政策和管理等投入,提高土地承载力、土地利用强度和土地产出效益的合理用地;(3)节约用地是政府部门为了达到一定的土地总量管控效果,通过限制土地供给数量并采取科技方法,约束浪费土地行为和有效节省各项用地。研究结论:通过制度供给形成节约用地和集约用地更为紧密和协同的相互关联与互为促进,在政府正确行使监管与调控土地市场职能转变过程中实现二者与区域经济的协调发展。
The purpose of this study is to recognize economized and intensive land use in the supply side structural reform, so as to provide reference for land management. Methods of literature analysis, comparative analysis and spatiotemporal cone model were employed. The results show that: 1)economized and intensive land use is a historical necessity; 2)on the premise of the unchanged land use and the effective land supply, intensive land use is a reasonable way to improve land use capacity, land use intensity and land output revenue by investing capital, technology, policy, management and others; 3)economize land use is a behavior of restricting land waste and saving all kinds of land effectively by limiting the amount of land supply and taking scientific and technological methods to achieve a certain effect of total land amount control. In conclusion, economized land use and intensive land use would form a closer and synergistic relationship between each other and mutual promotion through institutional supply, and achieve coordinative development with regional economy in the process of transformation that the government exercises the functions of supervision and regulation of the land market.
