正外部性:理解农村集体经济的一个视角——以苏南地区为例

Positive Externality:A New Perspective on Rural Collective Economy: The Case of Southern Jiangsu

对集体所有制的评价不能仅仅着眼于集体经济组织本身的盈利状况,而是需要具备更加广阔的视野。在苏南,农村集体经济为当地的经济发展、社会进步、人民幸福做出了重大贡献,可将其视为一种"正外部性"。一般认为,以20世纪90年代为界,苏南集体经济经历了两个发展阶段。在这两个阶段中,集体经济呈现出不同的形态,对当地的经济社会影响亦不尽相同。本文以苏南为例论述了农村集体经济的特点及其"正外部性"效应,并对其未来发展提出了建议。

The valuations of collective economy are based on more factors than earning perform- ance. In Southern Jiangsu, rural collective economy has made great contributions to the local eco- nomic growth, the well-being of local people and the social progress, which can be regarded as a kind of positive externality. It is commonly agreed that the development of rural collective economy in Southern Jiangsu can be divided into two stages by the 1990s, and each stage has different effects on the local economic and social development. Deploying the empirical analysis of Southern Jiangsu, this paper discusses the characteristics and the positive externalities of the rural collective economy, and some suggestions are put forward to the future development of the rural collective economy.
