试论犯罪预防的社区主导警务模式

On the Community-oriented Policing Mode of Crime Prevention

目前的警务工作实际上是以执法为核心的警务模式,决策机构位于上层。然而,犯罪预防是以社区为基础,由于社区"风土人情"和社会环境的差异,方法措施千差万别,不能整齐划一,这就要求防范工作的指令或需求应当从基层发出。为了预防犯罪,应当建立以社区民警为核心,派出所为其服务,公安局执行评估,适合于犯罪预防的警务模式。

The present policing mode focuses on law enforcement, and decisions are usually made in the top management. However, effective crime prevention is based on community and measures taken should be various because ＂customs and traditions＂ and social conditions of the community are different. So the directions and requirements of crime prevention should satisfy grass-roots policing work. To prevent crime, a new policing mode should be constructed. The new mode should center on the community police with the police station providing services and public security bureau implementing evaluations.
