The application of PPP mode in our country infrastructure construction and public utilities is increasingly being adopted by the governments at all levels. In this paper, the basic concept, basic types of the PPP mode, characteristics, scope, operation mode, the application process and the risks in the application and the prevention and control measures are explained and discussed.
